VACANCY CIRCULAR
It is proposed to fill up one post of Additional Agricultural Marketing Adviser in the payscale of Rs. 37400 – 67000/- with Grade Pay of Rs. 8900/- in Pay Band-4 in the Directorate of
Marketing and Inspection, Faridabad on deputation basis (including short-term contract).
Officers under the Central/State Governments/UTs Governments/ Universities/ Recognized
Research Institutes/Public Sector Undertakings/ Semi- Government/Autonomous or Statutory
Organizations/ State Agricultural Marketing Boards/ Societies or Cooperative Societies aided by
the Central or State Governments are eligible:-
(a) (i) holding analogous post on regular basis in the parent cadre/ Department; or
(ii) with two years service in the grade rendered after appointment thereto on a
regular basis in the scale of pay of Rs. 37,400-67000/- with Grade Pay of Rs.
8700/- in Pay Band-4 or equivalent in the parent cadre/department; and
(b) possessing following educational qualifications and experience;-
Essentials:-
(i) Master’s Degree in Agriculture/ Botany/Agricultural Economics/ Agricultural
Marketing/ Economics/Commerce with Economics or Veterinary Science from a
recognized University/ Institute or equivalent;
OR
Master’s Degree in Chemistry/ Agricultural Chemistry/ Dairy Chemistry/ Dairying
from a recognized University/ Institute or equivalent;
OR
Bachelor’s Degree in Oil Technology/ Food Technology/ Chemical
Technology/Dairy Technology from a recognized University/ Institute or equivalent.
(ii) 12 years experience in the field of Agricultural Marketing including Cooperative
Marketing or Agricultural/ Poultry and Livestock Products;
OR
12 years experience in the field of Agricultural Economics or Economics preferably in
Agricultural Marketing as evidenced by published papers.
Note: 12 years experience prescribed above should include adequate administrative experience
in a Government/ Semi-Government Department or recognized Research Institute or
Commercial concern of repute.
Desirable:-
Experience of grading and quality control of Agricultural and Livestock products.
The Departmental Officers in the feeder category, who are in the direct line of promotion
will not be eligible for consideration for appointment on deputation. Similarly deputationists
shall not be eligible for consideration for appointment by promotion.
Note: Period of deputation (including short-term contract) in another ex-cadre post held
immediately preceding this appointment in the same or some other Organization/Department of
the Central Government shall ordinary not exceed five years. The maximum age limit for
appointment by deputation (including short-term contract) shall not be exceeding 56 years on the
closing date of receipt of applications.
2. The officers selected on ‘deputation’ basis will have the option to draw his grade pay
plus deputation (duty) allowance or to have his pay fixed in the scale of the post in accordance
with DOP&T’s OM No. 2-8/97-Estt. (Pay-II) dated 11.3.1998, as amended from time to time.
3. Application (in duplicate) in the enclosed proforma alongwith the complete and up to
date Annual Performance Appraisal Reports for the last 5 years (photocopies of the APARs to be
got attested by an officer not below the rank of Under Secretary to the Government of India) and
Integrity Certificate of eligible officers who could be spared in the event of their selection, may
kindly be forwarded to Shri Sukumar, Deputy Secretary (Marketing), Department of Agriculture
and Cooperation, Room No. 248-A, Krishi Bhawan, New Delhi- 110001 within 30 days from the
date of issue of this circular in the Employment News. While forwarding the application, it may
also be verified and certified that the particulars furnished by the officers are correct and no
vigilance case is either pending or contemplated against them and no major/minor penalty has
been imposed on them during the last 10 years. It may also be noted that applications received
without the APARs, Vigilance Clearance, Integrity Certificate and a statement of major/minor
penalty, if any, imposed on the officers during the last 10 years or otherwise found incomplete,
will not be considered. The crucial date of determining the age shall be the closing date for
receipt of the applications.
4. The candidates who had applied earlier for the post in response to advertisement in the
Employment News dated 16-22 April, 2011 need not apply again.
