(iii) Visually Impaired (VI) - A person having not less than 40% visual impairment is only
eligible to apply.
(iv) Hearing Impaired (HI) – “Hearing Impairment” means loss of sixty decibels or more in the
better ear in the conversational range of frequencies.
(v) Reservation for Persons with Disabilities shall be on horizontal basis. Selected
candidates will be placed in the appropriate category.
(vi) A person who wants to avail the benefits of reservation under the above categories would
have to submit a Disability Certificate issued by a Competent Authority in the format
given in Annexure-I of Ministry of Personnel, Public Grievances & Pensions, Department
of Personnel & Training under OM No. 336035/3/2004-Estt(Res) dated 29 Dec 2005, at
the time of interview.
(vii) Use of Scribe
A scribe to write the written examination on behalf of a Visually Impaired or
Orthopedically Handicapped candidate whose writing speed is affected by Cerebral
Palsy may be used. In all such cases, where a scribe is used, the following rules apply:
a) Candidate will have to arrange his own Scribe at his own cost.
b) The Scribe may be from any academic stream.
c) The academic qualification of the Scribe should be one grade lower than the
stipulated minimum eligibility criteria and the Scribe should possess less
marks than the candidate.
d) Both the candidate and the scribe should give a suitable undertaking confirming
that the scribe fulfils all the stipulated eligibility criteria as mentioned above. In
case it later transpires that the scribe did not fulfill any of the laid down
eligibility criteria or had suppressed material facts, the candidature of the
applicant shall stand cancelled, irrespective of the result of the written
examination.
e) Candidates who use scribe will be eligible for extra time of 20 minutes for every
hour of the examination.

• In case the candidates are obtaining grades in the final Bachelor’s Degree in Engineering

• The candidates whose final year result is awaited may also apply subject to fulfilling the
conditions as specified. Such candidates shall have to produce the original
certificates/final mark sheets of the qualifying degree at the time of interview.
• Departmental candidates serving in BIS who fulfill the eligibility criteria will not require
separate permission and can apply directly.
5. AGE LIMIT: The candidates must be between 21-27 years of age as on
9th September 2011. Relaxation in upper age limit for SC/ST/OBC/PWD/Ex-Servicemen etc. shall be as
per Central Government. The upper age limit for Departmental candidates serving in BIS
is 50 years.

f) Ex-Servicemen 1) upto a maximum of three years in the case of DefenceServices personnel disabled in operations during hostilities with
any foreign country or in a disturbed area and released as a
consequence thereof.
(2) upto a maximum of five years in the case of ex-servicemen
including Commissioned Officers and ECOs/SSCOs who have
rendered at least five years Military Service as on 9 the September
2011 and have been released (i) on completion of
assignment(including those whose assignment is due to be
completed within six month)otherwise than by way of dismissal
or discharge on account of misconduct or inefficiency, or (ii) on
account of physical disability attributable to Military Service, or
(iii) on invalidment.
(3) Upto a maximum of five years in the case of ECOs/SSCOs
who have completed an initial period of assignment of five years
Military Service as on 9thSeptember 2011 and whose
assignment has been extended beyond five years and in whose
case the Ministry of Defence issues a certificate that they can
apply for civil employment and that they will be released on three
months notice on selection from the date of receipt of offer of
appointment.
NOTE I:
The term ex-servicemen will apply to the persons who are defined as ex-servicemen in
the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as
amended from time to time.
NOTE II :
The age concession under para f(2) & (3) will not be admissible to Ex-Servicemen and
Commissioned Officers including ECOs/SSCOs who are released on own request.
NOTE III:
Notwithstanding the provision of age-relaxation under para (c), (d) & (e) above, a
physically disabled candidate will be considered to be eligible for appointment only if
he/she (after such physical examination as the appointing authority may prescribe) is
found to satisfy the requirements of physical and medical standards for the concerned
posts to be allocated to the physically disabled candidates by the BIS.
6. SELECTION PROCEDURE: Eligible candidates will be required to appear in a written
examination of 2½ hrs duration at their own expense. The question paper will be of two
parts with a total of 120 objective type questions with multiple choice answers.
Part I - consists of 80 questions on respective technical discipline as mentioned
in the advertisement.
Part II - consists of 40 questions on aptitude/analytical reasoning including
English.
The standard of questions will be of the level of Graduate Engineer or Post Graduate
Science of the discipline mentioned in the advertisement.
The examination will be conducted at Mumbai, Kolkata, Delhi, Hyderabad, Chennai and
Guwahati. Candidates should choose one of the Test City in the On-line Application form.
No change of Test City/Test Centre will be permissible at a later date. BIS, for
administrative reasons, however, reserves the right to direct the candidate to appear for
Written Test at any Test City other than the one chosen by the candidate.
Candidates short-listed will be interviewed at New Delhi for which travelling expenses by
second class railway fare for to-and-fro journeys from normal place of residence by
shortest route shall be payable.
Appointment of successful candidates will be subject to medical fitness prescribed by the
medical authorities.
7. APPLICATION FEE AND MODE OF REMITTANCE:
(i) The application fee is 750/- and is Non-Refundable. The payment of the fee shall be
through National Electronic Funds Transfer (NEFT) mode only. For remittance of fee
through electronic mode, candidates have to visit any Bank for depositing the fee through
NEFT mode. Transaction charges of the Bank shall be borne by the candidates.
(ii) No fee is required to be paid by SC/ST/Ex-Servicemen/PWD/Women Candidates.
(iii) For remittance of the fee through electronic transfer mode, the candidate shall visit any
Bank and the following particulars are to be provided to the Bank:

(iv) A sixteen digit (Alpha Numeric) reference number will be given by the respective Bank
after depositing the fee. This sixteen digit reference number is to be mentioned in the
appropriate column while filling the application form online.
(v) Candidates are advised to keep the receipt of remittance of fee with them for future
reference and the same shall have to be produced at the time of interview. 5
8. HOW TO APPLY:
(i) Candidates are required to apply On-Line through BIS website www.bis.org.in. No other
means/mode of submission of applications will be accepted under any
circumstances.
(ii) Candidates should have a valid personal e-mail ID. It should be kept active during the
currency of this recruitment process. Registration number, password, Admit Card for
Written Test and Call Letter for Interview or any other important communication will be
sent through the registered e-mail ID. The candidates are, therefore, requested to check
regularly their e-mail for any communication from BIS. Under no circumstances, the
candidate should share/mention e-mail ID to/ or any other person. Please note that the
Admit Card for written test will not be sent by post.
(iii) Candidates should take utmost care to furnish the correct details while filling in on-line
application. Any mistake committed by the candidate shall be his/her sole responsibility.
No corrections/modifications are allowed once the online application is registered.
(iv) Before starting to fill up the On-line application, make sure the following
details/documents are readily available with the candidate:
a) PHOTOGRAPH and SIGNATURE: Scanned (digital) image of his/her photograph
and signature as per the specifications given below:
i) Photograph Image:
• Photograph must be a recent passport style colour picture.
• Make sure that the picture is in colour, taken against a light-coloured,
preferably white, background.
• Look straight at the camera with a relaxed face.
• If the picture is taken on a sunny day, have the sun behind you, or place
yourself in the shade, so that you are not squinting and there are no
harsh shadows.
• If you have to use flash, ensure there's no "red-eye".
• If you wear glasses make sure that there are no reflections and your
eyes can be clearly seen.
• Caps, hats and dark glasses are not acceptable. Religious headwear is
allowed but it must not cover your face.
• Dimensions 200 x 230 pixels (preferred).
• Size of file should be between 20kb–50 kb.
• Ensure that the size of the scanned image is not more than 50kb. If the
size of the file is more than 50 kb, then adjust the settings of the scanner
such as the DPI resolution, no. of colours etc., during the process of
scanning.
ii) Signature Image:
• The applicant has to sign on white paper with Black Ink pen.
• The signature must be signed only by the applicant and not by any other
person.
• The signature will be used to put on the Hall Ticket and wherever
necessary. 6
• If the Applicant’s signature on the answer script, at the time of the
examination does not match the signature on the Admit Card, the
applicant will be disqualified.
• Please scan the signature area only and not the entire page.
• Dimensions 140 x 60 pixels (preferred).
• Size of file should be between 10kb – 20kb.
• Ensure that the size of the scanned image is not more than 20kb.
iii) Scanning the photograph & signature:
• Set the scanner resolution to a minimum of 200 dpi (dots per inch)
• Set Color to True Color
• File Size as specified above
• Crop the image in the scanner to the edge of the photograph/signature,
then use the upload editor to crop the image to the final size (as specified
above).
• The image file should be JPG or JPEG format. An example file name is :
o image01.jpg or image01.jpeg Image dimensions can be checked by
listing the folder files or moving the mouse over the file image icon.
• Candidates using MS Windows/MSOffice can easily obtain photo and
signature in .jpeg format not exceeding 50kb & 20kb respectively by using
MS Paint or MS Office Picture Manager. Scanned photograph and
signature in any format can be saved in .jpg format by using ‘Save As’
option in the File menu and size can be reduced below 50 kb
(photograph) & 20 kb(signature) by using crop and then resize option
(Please see point (i) & (ii) above for the pixel size) in the ‘Image’ menu.
• Similar options are available in other photo editor also.
o If the file size and format are not as prescribed, an error
message will be displayed.
o While filling in the Online Application Form the candidate will be
provided with a link to upload his photograph and signature.
iv) Procedure for Uploading the Photograph and Signature:
• There will be two separate links for uploading Photograph and Signature
• Click on the respective link “Upload Photograph / Signature”
• Browse and Select the location where the Scanned Photograph /
Signature file has been saved.
• Select the file by clicking on it
• Click the ‘Open/Upload’ button
b) Applicant’s Fee Payment Challan issued by the Bank containing NEFT (sixteen digits
Alpha Numeric) number and other details i.e. Date of Deposit, Name of the Bank, Branch
Address, etc.
c) Academic qualification as per eligibility criteria.
d) Personal details.
(v) Candidates are now ready to Apply On-Line by re-visiting the BIS website and going to
the option “Click here to Apply On-Line” under “RECRUITMENT TO THE POST OF
SCIENTIST B IN BIS”. 7
(vi) Fill up all the information desired in the form correctly alongwith sixteen digits (Alpha
Numeric) reference number regarding remittance of fee.
(vii) Carefully fill in the necessary details from the Fee Payment Challan in the On-Line
Application Form at the appropriate places.
(viii) Fill in all other required information. Ensure that all Bio-data details are correctly filled in.
(ix) After applying on-line, and getting the confirmation that the application has been
registered, the candidate shall be sent a copy of application form in his/her e-mail i.d.
The candidates are required to open their e-mail and take Print-out of the application
on A-4 Size Paper and retain it after signing the same for future requirements. Please
do not send this print out to Bureau of Indian Standards.
(x) On Successful registration of on-line application, candidates are advised not to attempt
for re-registration since multiple registration number and password may create problem
for candidates in future. In case of multiple registration, the candidature may be
cancelled/rejected without any further notice/intimation to the candidate.
(xi) Admit Card for written test, containing the details of the Centre/Venue for the
Examination etc., will be sent to the candidates at their registered e-mail ID. The
candidates are required to take a print-out of their Admit
Card. The candidate can also download their Admit Card from the BIS website
using their Registration Number and the Password. Candidates will not be
allowed to enter the examination hall without valid Admit Card.
(xii) Candidates are advised to bring photocopy of Application Fee deposit Challan and
submit the same to Room Invigilator on the day of written examination without which
the candidate will not allowed to write the written examination.
(xiii) Candidates are advised in their own interest to apply on-line much before the closing
date and not to wait till the last date for depositing the fees to avoid the possibility of
disconnection/ inability/failure to log on the BIS’s website on account of heavy load on
internet/website jam.
(xiv) The BIS does not assume any responsibility for the candidates not being able to
submit their applications within the last date on account of the aforesaid reasons or for
any other reason beyond the control of the BIS.
(xv) Please note that the above procedure is the only valid procedure for applying. No other
mode of application shall be accepted.
(xvi) Candidates serving in Govt/Quasi Govt. offices, Public Sector undertakings are
required to submit ‘No Objection Certificate’ from their employer at the time of
interview, failing which their candidature may not be considered.
(xvii) Mere issue of Admit Card will not imply that his/her candidature has been finally
cleared by the BIS. However, in cases where a candidate had appeared in the written
examination or even if, called for the interview and such candidate does not fulfill any
of the laid down selection criteria, his/her candidature will automatically be treated as
cancelled at any stage. Therefore, before submitting the application, the
candidate must ensure that he/she fulfills all the eligibility criteria as laid down 8
in this advertisement. His/ her candidature will be purely provisional subject to
eligibility verification before appointment.
(xviii) The decision of the BIS about the mode of selection to the post and eligibility
conditions shall be final and binding. No correspondence will be entertained in this
regard.
9. ACTION AGAINST MISCONDUCT
(i) Candidates are advised in their own interest that they should not furnish any
particulars that are false, tampered, fabricated or should not suppress any material
information while filling up the ‘on-line’ application.
(ii) At any stage of recruitment, if a candidate is or has been found guilty of
(a) Using unfair means during the examination or
(b) Impersonating or procuring impersonation by any person or
(c) Misbehaving in the examination hall or taking away question
booklet/answer sheet from the examination hall
(d) Resorting to any irregular means in connection with his/her candidature
during selection process
(e) Obtaining support for his/her candidature by any means
Such candidates in addition to rendering himself/herself liable to criminal prosecution,
may also be liable to be:
(a) Disqualified from the examination hall
(b) Debarred either permanently or for a specified period from any examination/
recruitment.
10. IMPORTANT SERVICE CONDITIONS:
(i) SURETY BOND: A candidate, on appointment to the post of Scientist-B through
competitive examination, shall furnish a surety bond in the form specified by the Bureau,
for serving the Bureau for a minimum period of three years. If he/she decides to leave the
service either by resignation or absence from service without permission earlier than
three years from the date of employment, he/she shall be required to reimburse the
Bureau six months’ emoluments at the rate last drawn by him unless he/she has worked
for a shorter period in which case he/she shall be required to reimburse the full amount
drawn by him/her.
(ii) PROBATION: 2 Years.
(iii) SERVICE BENEFITS: Leave/LTC/Medical benefits are admissible including Leave
encashment for 15 days in a year.
(iv) POSTING: Anywhere in India.
(v) CAREER PROSPECTS: Scientific Cadre Officers of this Organization are presently
covered under the ‘Flexible Complementing Scheme’ as applicable to various Scientific 9
