UPSC INVITES APPLICATIONS FOR RECRUITMENT BY SELECTION TO THE FOLLOWING POSTS /JULY 2011

1.(Vacancy No.11071301209) Three Senior Fisheries  Scientist, in the Fishery Survey of
India, Mumbai, Department of Animal Husbandry, Dairying & Fisheries, Ministry of
Agriculture. Out of three posts, one post is reserved for Scheduled Castes candidates, one post is
reserved for Other Backward Classes candidates and remaining one post is unreserved.
Qualification: Essential: A. EDUCATIONAL: Master’s degree in Zoology or Marine Biology or
Fisheries Science or Fisheries Management or Oceanography from a recognized University or
equivalent. OR Post Graduate Diploma in Fisheries Science of the Central Institute of Fisheries
Education, Mumbai or equivalent. B. EXPERIENCE: Five years experience in survey or
research of Marine Fisheries including cruise planning and participation in voyages.
DESIRABLE: Experience in Fishing Gear Technology. DUTIES: Participation in fishing cruises
and responsible for cruise leadership and collection of requisite data during survey cruises.
Preparation of cruise reports and other reports related to the operation of survey vessles.
Identification of fish and conducting the biological investigations for qualitative and quantitative
assessment of fish stock in time and space. HQ: Anywhere in India including Andaman and
Nicobar Islands.


2. (Vacancy No.11071302209) Two Microphotographist in the National Archives of India,
Ministry of Culture. Out of two posts, one post is reserved for Other Backward Classes
candidates and remaining one post is unreserved. Qualification: Essential: A. i) Master’s degree
in Physics from a recognized University or equivalent; and ii) Two years’ experience of work in
Reprographics. OR B. i) Bachelor’s degree in Physics/Chemistry from a recognized University
or equivalent; and ii) Five years’ experience of work in Reprographics. DUTIES: Supervising the
working of photo-duplication Centres, operating powerful and complicated Cameras and
apparatus for film processing, enlarging, positive printing, preparation slides, still photography
and photographs reproduction in colour etc. Handling faded and brittle old documents involving
special skill and responsibility.  Any other duty assigned by the  Director General of Archives
from time to time. HQ: New Delhi/ Bhopal/ Jaipur/ Puducherry/ Bhubneshwar.  

3.  (Vacancy No.11071303609) One Deputy Director  (Safety) in the Directorate General.
Factory Advice Service and Labour Institutes (FASLI), Mumbai, Ministry of Labour &
Employment.  The post is unreserved.  Qualification: Essential A. EDUCATIONAL: Degree in
Chemical Engineering of a recognized University or equivalent; and  B. EXPERIENCE: Five
years practical experience in handling various aspects of industrial safety in factory, dock, ship or
a technical institution/organization or in Government Department dealing with the administration
of the Factories Act, 1948 (63 of 1948) or the Dock Workers (Safety, Health and Welfare) Act,
1986 (54 of 1986). DESIRABLE: Experience in  planning, organizing  and coordinating of
research, education and training activities pertaining to industrial safety/dock safety. DUTIES: 
To Carry out surveys and research studies in the field of industrial safety. Preparation of safety
literature, conducting educational and training programmes. Dealing with matters concerned with

Factories Act and Model Rules. Work in connection with the enforcement of Dock
Workers(Safety, Health and Welfare) Act, 1986 and the rules and regulations framed thereunder.
To carry out safety surveys in ports and conducting training programmes for the various levels of
supervisory personnel and dock workers. HQ: Mumbai, Kolkata, Chennai, Kanpur and Faridabad
but liable to be transferred to anywhere in India.  

4. (Vacancy No.11071304609) One Deputy Director (Safety) in the Directorate General.

EDUCATIONAL: Degree in Electrical Engineering  of a recognized University or equivalent;

Country Planning Organisation, Ministry of Urban Development. Out of two posts, one post is

are also suitable for Physically Handicapped persons with disability viz. Hearing Impairment
(HH) or Orthopaedically Handicapped/Locomotor Disability/Cerebral Palsy with One Leg
affected (OL). Qualification: Essential: A. EDUCATIONAL: Post-Graduate Degree/Diploma in
Town/City/Urban/Regional Planning of a recognized University or Institution or equivalent; and
B. EXPERIENCE: Seven years’ experience in Town/City/Urban/Regional planning.
DESIRABLE: Associateship of the Institute of Town Planners  (India) or equivalent. DUTIES: 
Incharge of various studies in connections with the Master Plan. Preparation of detailed site plans
including designs. Preparation of development  plans with special emphasis on redevelopment
schemes. Preparation of civic design project. HQ: New Delhi.

6. (Vacancy No.11071306409) Five Assistant Town and Country Planner in Town &
Country Planning Organisation, Ministry of Urban Development. Out of five posts, one post is
reserved for Other Backward Classes candidates and remaining four posts are unreserved.  Out

preparation of master and zonal plans and layouts and to undertake preparation of maps, charts,
etc. HQ: New Delhi (Touring will be involved)
7. (Vacancy No.11071307209) Twenty Seven Station Officer in Delhi Fire Service in Home
Department under Govt. of NCT of Delhi. Out  of twenty seven posts, four posts (2 posts
permanent and 2 posts temporary) are reserved  for Scheduled Castes candidates, two posts (1
post permanent and 1 post temporary) are reserved for Scheduled Tribes candidates, ten posts (3
posts permanent and 7 posts temporary) are reserved for Other Backward Classes candidates and
remaining eleven posts (3 posts permanent and 8 posts temporary) are unreserved.
Qualifications: Essential: A. i) A Degree preferably in Science from a recognized University or
equivalent; and ii) Station Officer’s Course of NFSC, Nagpur or Grade-I Fire ‘E’ or equivalent;
and iii)Three years’ experience in fire fighting in Civil/Defence fire service organization/public
undertaking in the capacity of sub officer or  equivalent. iv) Should have minimum physical
standard i.e. height – 165 cm. (Relaxation of 5 cm for Hilly Area people); Minimum weight - 50
kg, Chest (normal) – 81 cm, Chest (expanded) - 86.5 cm OR  B. i) Bachelor of Engineering
(Fire) from a recognized University/Institution or equivalent. ii) Should have minimum physical
standard i.e. height – 165 cm. (Relaxation of 5 cm for Hilly Area people); Minimum weight - 50
kg, Chest (normal) – 81 cm, Chest (expanded) - 86.5 cm. DESIRABLE: Heavy vehicle driving
license. Note: Persons selected/appointed shall have to produce Medical Certificate from
Medical Board of Govt. of NCT of Delhi to the effect that the individual is able bodied and does
not have any deficiency in any limb and is not suffering from any contagious disease.  DUTIES:
In-charge of Fire Station. Responsible for attending to Emergency calls, overall administration
and discipline of Fire Station, maintenance of fire-fighting equipments, communication system,
telephone, wireless, computer etc, conducting fire drill, parade, inspection. Maintenance of
Occurrence Book, Logbook, Test Registers, Complaint Register  and other reports. Any other
duties assigned by superior officer. HQ: Delhi.

8.  (Vacancy No.11071308209) One Legal Assistant in the Department of Environment and
Forests, Andaman & Nicobar Administration. The post is unreserved. The post is also suitable for
Physically Handicapped persons  with disability viz. Blindness or Low Vision (BLV) or  
Orthopaedically Handicapped/Locomotor Disability/Cerebral Palsy with disability of One Leg
Affected (OL)/Both Legs Affected (BL)/One Arm and One Leg Affected (OAL). Qualification: 
Essential: A. EDUCATIONAL: Degree in Law from a recognized University or equivalent; and
B. EXPERIENCE: Three years experience in legal work in a Government Department or three
years experience as a Legal practitioners as an Advocate. DUTIES: The Legal Assistant has to
examine and tender legal opinion in all service matters, Forest and Wildlife offences, Industrial
Disputes, other Labour Laws, civil/title and other suits and matters related to Civil, Criminal,
Arbitration, Environment cases besides attending duties assigned by superiors. HQ: Port Blair,
Andaman and Nicobar Islands.  

9. (Vacancy No.11071309109) Two Senior Lecturer (Radiodiagnosis) in the Government
Medical College & Hospital, Chandigarh, Department of Medical Education and Research,
Chandigarh Administration. Out of two posts, one post is reserved for Scheduled Castes and one
post is reserved for Other Backward Classes  candidates. Qualification: Essential: A.
EDUCATIONAL: i) A basic University or equivalent qualification included in any one of the

Schedules to the Indian Medical Council Act,  1956(102 of 1956) and must  be registered in a
State Medical Register or Indian Medical  Register; and ii) M.D. (Radiodiagnosis)/MD
(Radiology)/M.S Radiology from a recognized University/Institution or equivalent; and B.
EXPERIENCE: Three years’ teaching experience in the concerned speciality after acquiring post
graduate qualification as Lecturer/Registrar/Senior Resident/Demonstrator/Tutor in a recognized
Medical College/Teaching Institution. NOTE I: The Medical qualifications possessed by the
candidates should have the recognition of the Medical Council of India. In case of medical posts
other than Allopathic system of medicine, the qualifications should be included in the respective
Schedule of the Act governing that system of  medicine. The proof thereof may be attached.
NOTE II:  In so far as Post-Graduation Medical qualifications awarded  by Indian Universities
are concerned, they should also find a place in the Schedules to Indian Medical Council Act,
1956, as amended from time to time. The proof thereof may be attached. NOTE III: The
experience gained should be recognized by the MCI or the statutory  body concerned with the
system of medicine as valid teaching experience for teaching posts and certificate therefor or any
other valid proof in support thereof should be submitted.  Teaching experience in any other post
like the post of General Duty Medical Officer/Medical Officer shall not be considered for
eligibility purpose for recruitment to the teaching posts. NOTE IV:    In the case of qualifications
in Super-Specialities (M.Ch./D.M.) except in the case of holders of D.M./M.Ch. of five years
duration, the holders should have obtained M.D.(General Medicine) or M.S.(General Surgery) or
an equivalent qualification as  prescribed by the said council in its recommendations on post
graduate medical examination. NOTE V: In the  case of holder of D.M./M.Ch. qualification of
five years duration, the period of Senior Post Graduate residency rendered in the last part of the
said D.M/M.Ch. shall be counted towards requirement of experience. NOTE VI: Completion of
compulsory Rotating Internship Certificate, Registration Certificate, an official document
showing name of College/Institution from where degree/diploma has been done and official
document showing name of the University and College from where teaching experience has been
gained to be furnished.  DUTIES:     To teach the undergraduate (MBBS) and Post-graduate
students, training of interns, paramedical staff and research work. HQ: Govt. Medical College &
Hospital, Chandigarh, Liable to serve in any of the Rural/Urban Health Centres of the
Chandigarh Administration.
